Well a couple of things cause pool water to lose that sparkle, one is chemicals out of balance usually the ph but if ph is okay (as you have said) then you may look into water circulation it may be time to clean/backwash your filter if the cloudiness remains you may need to have the total dissolved solids checked, and if they are too high then you would need to drain about half the pool water and replace it with new don’t forget to add Conditioner if you do this because you would be adding chlorine everyday since the Conditioner stabilizes the water to hold the chemicals in place longer.
Sounds more like ph or dirty filter to me.

Oh one other thing that I just thought of is if this occurs right after swimming it may be that your plaster is wearing and this is easy to check just rub your hand on the pool wall and if you come up with white chalky substance on your hand then that’s the culprit…you can either just stay out of the pool to keep it sparkling or pay between $5,000 and $9,000 for plaster job includes chipping out the old tile.

maybe you have object such as dirt and grime already in the pool. so maybe if you drained it then cleaned it that could work. why don’t you go to a place that sells pools and ask them.

You may have a ph problem. Have you checked your pool for this? And also depends on your water quality. There are formulas sold at Wal-Mart called Ph decreasers and increasers. My water here is high in Ph and hence, cloudy water. So I use Ph decreaser. Hope this helps.

Has to be one of the following:
Circulation
Filtration
Water chemistry.
How long do you run the pump per day? What type of filter? Clean/backwash it regularly. Pumps need to run long enough to give at least 2 "turnovers" of water per day.

You need what’s generaly call ed a "clarifier"
The pool filtration units have a filter that stops or traps particles of 4 microns or larger.
The white haze you are seeing are very, very fine paticles that make their way thru the water filter media.
What you need to do is add a chemical that puts molecular bond the the patricles that makes them stick together.
Four little pieces of debris chemicaly bond together to make a larger particulate, and get stopped by the filter.
After treating your pool, you need to "back flush" your filter.
What that means, is reverse the water flow to dislodge all the dirt, skin particles, etc that will loose their chemical bond after a short period of time. (about a day).
You might want to treat the water one day, let the kids swim around in it. Let the pool filter work overnight, then remove the filter and wash it the following morning.
Shold be fine for a month or so.
You can get a "clarifier" at any pool supply place. Or large store like WalMart, K-Mart etc.
